P494 proposes changes to the BSC to enable Elexon to establish and manage a Smart Data Repository (SDR). The changes will enable robust governance of the SDR, and will ensure Elexon remains compliant both with the UK General Data Protection Regulation (GDPR) when handling personal data, and with its obligations to BSC Parties in relation to their Settlement or commercial data.

The P494 Modification Workgroup is seeking views on potential funding options for the SDR.

This Modification seeks to amend the BSC to embed enduring funding and governance arrangements for the market facilitator directly into Sections C, D and X-1. This approach aligns the Market Facilitator Budget with existing BSC budget-setting cycles and processes, introduces a clear appeals mechanism, and ensures the associated costs are treated consistently with other BSC expenditure. These changes will enable the market facilitator to operate transparently and efficiently, while also providing certainty to industry parties regarding financial oversight and accountability.

This urgent Modification aims to amend the charging methodology for the additional Radio Teleswitch Service (RTS) operational costs. The intention is to mitigate the risk of unfair distribution of these costs, which are currently funded equally between Suppliers and Generators.
