The Smart Secure Electricity Systems (SSES) Governance Framework sets out the roles, responsibilities and decision-making processes of the Technical Governance Group (TGG) and Security Governance Group (SGG), as well as Elexon and the BSC Panel. It outlines how the technical and security requirements will be maintained, updated and overseen by the TGG and SGG.
It sets out a structred and transparent process for changing SSES documents which have been designated as SSES documents by the Secretary of State. The Secretary of State may also amend the Governance Framework at any time.
What is the SSES Governance Framework?
The Governance Framework is split into six parts:
- part A: General – establishes the overall legal and governance foundation for the SSES governance arrangements
- part B: Nominations and Elections – describes the functions and duties of the TGG and SGG
- part C: Role of the Panel – defines the role of the BSC Panel in relation to SSES
- part D: Role of BSCCo – explains the role of the BSCCo (Elexon) as the organisation that supports SSES governance
- part E: SSES Change Management ProcessĀ – sets out a structured and transparent process for changing SSES documents
- part F: Definitions and Interpretations – a glossary that defines each term.
The Governance Framework requires SSES participants to register with Elexon to participate in governance arrangements, including the group membership elections and change process. The Bilateral Agreement, which is included in the Governance Framework, is a contract that must be signed by SSES participants who are not BSC Parties to enable their participation in the SSES arrangements.
