The Smart Secure Electricity Systems (SSES) programme is a government programme to establish technical frameworks, governance, and policies to securely unlock consumer-led flexibility (CLF) in the domestic-scale market, empower consumers to save on energy bills and enable the scaling of competitive and trusted CLF markets.
Elexon will deliver the Enduring Governance arrangements for the Smart Secure Electricity Systems Programme.

- November 2025 – Government response published
- 5 December 2025 – BSC modification takes effect and Elexon begins transition phase
- Early 2026 – publication of detailed governance documents on membership, voting and processes
- Spring/summer 2026 – nomination and voting for Technical & Security Governance group members

About the Enduring Governance role
Elexon will establish, administer and support two new, industry-led governance groups. These groups will initially be constituted as BSC Panel subcommittees, but their status will be reviewed and aligned to the final position of Ofgem’s Energy Code Reform.
Energy Code Reform will see Elexon become the licenced Code Manager for the BSC and will involve the transfer of many existing Panel subcommittee decisions and powers to Elexon as the Code Manager.
All costs will be treated as BSC Costs, accounted for separately from other activities.
SSES Technical Governance group
Responsible for maintaining the technical frameworks, including the interoperable companion specification, technical architecture design, and related documents that ensure devices can work seamlessly across the system.
SSES Security Governance group
Responsible for cyber security and grid stability standards, security risk and threat assessments, security requirements, and assurance processes for load controllers and ESA manufacturers.
