Elexon’s assurance activities provide confidence to stakeholders that System Operators and market participants are complying with Flexibility Market Rules, that the rules are working as intended, and that risks and issues are transparently managed.

What is implementation monitoring?

Elexon ensures the flexibility market rules are implemented correctly and on time by NESO and DSOs. Our focus is smooth rollout, compliance, and delivering benefits for the market.

What we monitor

  • Rule changes –  delivered by agreed deadlines
  • Compliance ensuring daily operations follow rules
  • Market value – tracking benefits and identifying issues

How we monitor

  • Regular updates on implementation progress
  • Close collaboration with NESO and DSOs
  • Ensuring approved changes happen on schedule
  • Overseeing standardised processes for flexibility procurement

Addressing delays

We do this by:

  • Non-public notifications to Ofgem if cooperation issues arise
  • Market-wide notifications if delays are likely
  • Direct support and involvement to resolve bottlenecks
  • Expert advice from the Stakeholder Advisory Board
