We are calling for people from eligible organisations to register to vote in the upcoming elections for members of the new groups for the industry-led Smart Secure Electricity Systems (SSES) Programme. The two groups are the Technical Governance group and the SSES Security Governance group.
This follows Elexon having taken on the enduring governance of the SSES programme which will unlock consumer-led flexibility in the household electricity market.
Through this programme we are working with industry to develop the technical and regulatory standards needed so that energy smart appliances are interoperable and secure.
As part of the governance arrangements, we are establishing, administering and supporting the SSES Technical Governance group and the SSES Security Governance group. The groups will start to meet from summer 2026.
About the governance groups
Members of these two new groups will be people with relevant expertise and will be defined in the SSES Governance Framework, of which a first draft will be shared with stakeholders in mid-February. This will also set out the nomination and election process.
The Governance Framework is currently being drafted by the Department for Energy Security and Net Zero (DENSZ) based on the Government’s response to the SSES Enduring Governance Consultation.
The Government’s response set out the election process for members of the Technical and Security Governance Groups would run as follows:
- Open nominations: Anyone will be able to nominate members with the expertise to deliver the functions of the Technical or Security Governance Group.
- Voting: Where there are more nominees than available seats, a vote will be held among registered stakeholders.
- To vote, you must register and meet the eligibility criteria.
- Appointments: Candidates receiving the highest number of votes will be appointed to the group.
- Not all seats on the group will be elected; some will be appointed by their employer, e.g. a member from a consumer organisation or NESO. Other seats will be non-voting members, e.g. Ofgem and DESNZ.

Register to vote in elections for members of the groups
People from eligible organisations can register to vote in the upcoming elections for members of the two groups. The elections will take place this summer.
The organisations that can vote are eligible load controllers, flexibility service providers and energy smart appliance manufacturers.
Representatives from Distribution System Operators will also be able to vote, but they do not need to register (as Elexon already holds their details as BSC Parties).
