Elexon ensures the flexibility market rules are implemented correctly and on time by the National Energy System Operator (NESO) and Distribution System Operators (DSOs).
What we monitor
We track these key areas that keep the market running smoothly:
- implementation of the Flexibility Market Rules by agreed deadlines
- compliance with the rules and escalation of any failures to comply
- market value – tracking benefits and identifying issues (effectiveness monitoring)
- up-to-date sub-market definitions – we publish these in the Flexibility Market Catalogue
How we monitor
Our approach is built around:
- regular updates on implementation progress
- close collaboration with NESO and DSOs
- publishing effectiveness monitoring & flexibility market catalogue information
- ensuring approved changes happen on schedule
- overseeing standardised processes for flexibility procurement
Addressing delays
We do this by:
- non-public notifications to Ofgem if cooperation issues arise
- market-wide notifications if delays are likely
- direct support and involvement to resolve bottlenecks
- use of the derogation & escalation processes, as set out in our governance documents
- expert advice from the Stakeholder Advisory Board
Data and reports
We will report regularly on the outcomes of flexibility market implementation monitoring, to highlight progress and identify areas for continuous improvement.

Our implementation monitoring and compliance tracker will be available at the start of 2026.
It will show System Operators’ implementation and compliance status for each Flexibility Market Rule at any given time.
Effectiveness monitoring report
This report monitors the effectiveness of the Flexibility Market Rules. It will track a number of key variables which will provide insight into the performance of the rules.
The first report will be available in February 2026. It will be updated quarterly.
Latest sub market data
This will be published in the Flexibility Market Catalogue.
