Purpose of the Stakeholder Advisory Board
The purpose of the Stakeholder Advisory Board (SAB) is to provide open and transparent governance in an advisory capacity.
The SAB ensures that the Flexibility Market Rules and associated processes are governed and overseen to benefit the wider flexibility market.
It is a critical function of the Market Facilitator to uphold transparency, accountability, and compliance across the flexibility market landscape.
Objectives
The Stakeholder Advisory Board’s objectives are to:
- Ensure transparency and accountability: Hold the Market Facilitator accountable for delivering transparent, objective, and consistent outputs aligned with the Authority-owned Governance Framework Document and any ancillary documents.
- Support the market facilitator in delivering its objectives: Offer constructive feedback on the market facilitator budget, Delivery Plan, and the Flexibility Market Rules to enhance decision-making quality.
- Support policy alignment: Advise on alignment of the Market Facilitator’s activities with national policy objectives and identify regulatory barriers.

The Stakeholder Advisory Board is made up of the chair, independent members, members representing key market roles (sellers, buyers, enablers) and representatives from relevant industry bodies.
Chair
Joanne Wade, Stakeholder Advisory Board Chair
Joanne brings extensive and crucial experience in energy markets and governance, with over 30 years’ experience of strategy, policy research and evaluation.
Joanne currently holds a diverse portfolio of roles, including but not limited to serving as a Non-Executive Director at the Energy Saving Trust and as a Specialist Advisor for the House of Commons Energy Security and Net Zero Committee. Notable previous roles include Chief Strategic Advisor at the Association for Decentralised Energy (ADE) and Chair of the Advisory Board at the Centre for Research on Energy Demand Solutions.

Robert Hull (deputy chair), Riverswan Energy Advisory
Bob is an independent consultant with over 30 years’ leadership experience in the energy and utility sectors. He previously held senior roles with Ofgem, National Grid, and KPMG. He has broad commercial, regulatory and strategic expertise and has led or advised on many business investments, in the UK and worldwide. In 2017, he founded Riverswan Energy Advisory to advise energy and utility clients worldwide. He also holds several non-executive and board advisor roles.
Steve Crabb, SC Consulting
Steve is an independent chair and non-executive specialising in driving improvements in service for vulnerable customers in the energy and water industries in particular. He serves on the board of Smart Energy GB, is co-chair of the customer challenge group for SES Water and was formerly chair of Energy UK’s Vulnerability Commitment.
