What is the issue?

Potential DIP User via self-testing should demonstrate this requirement; it is part of Pre-Integration Testing (PIT) for the Market-wide Half Hourly Settlement (MHHS) arrangements. PIT is where a market participant validates their systems or service to ensure it is functional with the MHHS arrangements and occurs before moving into other phases of MHHS arrangements testing. Part of PIT involves testing whether they can send and receive messages from all of the DIP interfaces. Therefore, Potential DIP Users fulfill this requirement during their PIT.

To ensure this requirement is clear within the DIP Rules (specifically DSD0002, Annex 1), the self-testing requirements should be amended to reflect where the Potential DIP User would undertake specific testing. It is an issue that requirements are not aligned between different documents that are used and relied on by the Potential DIP User to understand what they should do to be able to onboard onto the DIP.

What is the proposed solution?

The requirement set out in DSD002, Annex 2, 9.1.1 should be included within Self Testing in DSD002, Annex 1, and removed from DIP Manager testing. It will, therefore, ensure Potential DIP Users are aware of the requirement they must fulfil when on boarding to the DIP.

Status

This change was issues for consultation on 4 November 2025. This ensures the DIP Manager can understand whether prospective DIP Users are following PIT guidance and will be able to send and receive all messages in the DIP interface.
