Many domestic customers are installing solar photovoltaics (PV) in their homes, allowing them to both consume the energy generated and export excess energy to the grid. However, the current Boundary Point Settlement metering system measures electricity Import and Export on an instantaneous basis. This means that even if a household generates and consumes equal amounts of energy over a period, they can still incur charges due to momentary imbalances between generation and consumption. As a result, customers may face higher bills and complexities in energy management. The current system also poses challenges in accurately reflecting the true energy surplus or deficit over a given settlement period.<\/p>\n\n\t<\/div>\n\n

Domestic customers with solar PV installations encounter challenges with the Boundary Point Settlement metering system. This system measures electricity import and export instantaneously, but it’s essential to understand that the examples provided aren’t based on specific moments but span an entire Settlement Period. While Half Hourly meters net values instantaneously, they don’t over a 30-minute duration, allowing for both Import and Export within the same half-hour. This distinction has led to potential discrepancies in energy billing and management.<\/p>\n

The proposed solution aims to determine a customer’s Import and Export volumes based on the total energy generated and consumed across the entire Settlement Period, without focusing on the exact timing of these events. The introduction of the term ‘Reflux’ represents the netted energy exchanged between a home and the main electricity system within this period. A critical aspect of the discussion is analysing the costs associated with ‘Reflux’ energy to comprehend the relevant system charges. The Issue Group’s primary goal is to understand the impacts of this system, such as on Use of System charging, and to explore better alternatives, like those in CVA. The first Issue 109 Workgroup meeting<\/a> was held on Friday 3 November 2023. 
\nDuring the first workgroup meeting, the Proposer provided an overview of Issue 109, detailing the challenges faced by households with solar PV installations due to the current Boundary Point Settlement metering system, and Elexon explained the technical aspects of the issue and proposed potential solutions, including the netting of import and export on a Half-Hourly basis.<\/p>\n

The second Issue 109 Workgroup meeting<\/a> was held on Friday 17 May 2024.
\nAt this meeting, Elexon presented the preliminary analysis from the Customer-Led Network Revolution (CLNR) trial and discussed the financial impact of the issue, concluding that the minor annual financial impact on consumers did not justify extensive system changes, leading to the decision not to pursue modifications to the BSC.<\/p>\n
