Ofgem defines independent aggregators as parties who bundle changes in consumer&#x2019;s loads or distributed generation output for sale in organised markets and who do not simultaneously supply the customer with energy.<\/p>\n<p>VLPs will not be subject to the same level of charges and obligations as existing BSC Parties. If they wish to participate in other aspects of the BSC (e.g. trading in wholesale markets) they will have to Qualify under an existing capacity and would therefore be liable for all BSC obligations and charges.<\/p>\n\n<\/div><div class=\"panel-content\">\n    <h2 id=\"process-for-entering-the-market\">Process for entering the market<\/h2>\n<p>You will need to go through various steps in order to register as a VLP. We have a dedicated web page and diagram that outlines all the tasks required.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/reference\/market-entry\/market-entry-virtual-lead-party\/\">Becoming a Virtual Lead Party<\/a><\/li>\n<\/ul>\n<p>VLPS will need to submit BSCP65 &#x2018;Registration of Parties and Exit Procedures&#x2019; form BSCP65\/01 &#x2018;Party Registration Application \/ Change of Registration Details Form&#x2019; at least three Working Days prior to the Party registration date.<\/p>\n<p>Alternatively, if progressing through Market Entry via the Elexon Kinnect Customer Solution, your chosen Market Role and target Effective From date can be entered into the system once your Authorised Signatories are set up.<\/p>\n<p><strong>Please be aware<\/strong> that the chosen Effective From date should align with when you intend to complete the Market Entry process, though this can be changed at a later date.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/csd\/bscp65-registration-of-parties-and-exit-procedures\/\">BSCP65 &#x2013; Registration of Parties and Exit Procedures<\/a><\/li>\n<\/ul>\n\n<\/div><div class=\"panel-content\">\n    <div class=\"accordion\">\n        <div class=\"accordion-group\">\n            <h3 class=\"accordion-title h3\" tabindex=\"0\" id=\"some-faqs-about-registering-as-a-vlp\" aria-expanded=\"false\">Some FAQs about registering as a VLP<\/h3>            <div class=\"accordion-panel\" aria-hidden=\"true\">\n                <div class=\"panel-inner\">\n                    <p><strong>Q. We started this process some time ago, but we&#x2019;re now ready to pick it up again. Do you know what our next step would be?<\/strong><\/p>\n<p>A. Market Entry team is able to check the status of your application and confirm where your company is in the process.<\/p>\n<p><strong>Q. When I look on the list of BSC Signatories on Elexon&#x2019;s website, I don&#x2019;t see our company listed as in the VP role. Why is this?<\/strong><\/p>\n<p>A. Your role will appear against your Party name on the BSC Signatories list once you have registered in the VLP role. This is usually done at the end of the Market Entry process by submitting a BSCP65, or on the Elexon Kinnect Customer Solution near the beginning of the Market Entry process by specifying a registration date for your role, which should take into consideration your PAB date, as a VLP requires PAB approval before they can register in their role.<\/p>\n<p><strong>Q. There are a number of techniques that Elexon uses to confirm compliance or identify issues that may need to be addressed<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/reference\/performance-assurance\/performance-assurance-queries-and-appeals\/\">Performance Assurance Queries and Appeals<\/a><\/li>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/reference\/performance-assurance\/performance-assurance-reports\/\">Performance Assurance Reports<\/a><\/li>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/reference\/performance-assurance\/performance-assurance-techniques\/\">Techniques, Timetable and Methodology<\/a><\/li>\n<\/ul>\n\n<\/div><div class=\"panel-content\">\n    <h2 id=\"secondary-bm-units\">Secondary BM units<\/h2>\n<p>Once qualified a VLP will be able to register Secondary BM Units, a new type of BM Unit.<\/p>\n<p>Secondary BM Units will allow the association of MSID Pairs that a VLP wishes to aggregate for the purposes of participating in TERRE and \/ or the BM.<\/p>\n<p>Secondary BM Units have the following conditions:<\/p>\n<ul>\n<li>the Secondary BM Unit does not comprise of CVA Metering System(s)<\/li>\n<li>the Secondary BM Unit may only comprise of half hourly SVA Metering System(s)<\/li>\n<li>the Secondary BM Unit does not comprise of SVA Metering Systems that are in more than one GSP Group<\/li>\n<li>the MSID Pairs within the Secondary BM Unit must have an import and may have an export.<\/li>\n<\/ul>\n\n<\/div><div class=\"panel-content\">\n    <div class=\"accordion\">\n        <div class=\"accordion-group\">\n            <h3 class=\"accordion-title h3\" tabindex=\"0\" id=\"some-faqs-about-bmus\" aria-expanded=\"false\">Some FAQs about BMUs<\/h3>            <div class=\"accordion-panel\" aria-hidden=\"true\">\n                <div class=\"panel-inner\">\n                    <p><strong>Q. I am registered as a Virtual Lead Party, what is the next step?<\/strong><\/p>\n<p>A. You need to register your Secondary BM Units and allocate your MSID Pairs. We have now received our BMU IDs from the NETSO and I&#x2019;m about to fill in Form BSCP15\/4.14. What should I set as EFD (Effective Date)?<\/strong><\/p>\n<p>A. The EFD should be the date that you have agreed with the NETSO, and this should be at earliest the completion date of your pre-qualification with the NETSO. You must submit the BSCP15\/4.14 form at least 15 Working Days before your proposed EFD.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/csd\/bscp15-bm-unit-registration\/\">BSCP15 &#x2013; BM Unit Registration<\/a><\/li>\n<\/ul>\n<p>Alternatively this information can be completed online via the Elexon Kinnect Customer Solution.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/operations-settlement\/bsc-central-services\/kinnect-customer-solution\/\">About the Kinnect Customer Solution service<\/a><\/li>\n<\/ul>\n<p><strong>Q. Can a VLP setup MVRN Authorisations for a Secondary BMU?<\/strong><\/p>\n<p>A. MVRN Authorisations are setup from Primary BM Units to Energy Accounts. VLPs can only register Secondary BM Units and they hold Virtual Balancing Accounts instead of Energy Accounts and therefore MVRNs cannot be authorised.<\/p>\n<p><strong>Q. Is there a limit to the size in MW of secondary BMUs?<\/strong><\/p>\n<p>A. Not under the BSC, however there Secondary BM Units with NGESO must have at least 1MW.<\/p>\n<p><strong>Q. What is the Secondary BM Unit Name and what is it used for?<\/strong><\/p>\n<p>A. This can be any name of your choosing and is used to identify the BM Unit.<\/p>\n<p><strong>Q. What is the GSP Group Id?<\/strong><\/p>\n<p>A. This refers to which GSP Group for the BM Unit. E.g. if the BM Unit is for assets in East Midlands, GSP Group Id would be _B.<\/p>\n<p><strong>Q. We are not sure how to send this data for a Behind The Meter (BMT) asset?<\/strong><\/p>\n<p>You mentioned that the settlement is based on the delivered volume that we send you and hence there shouldn&#x2019;t be any problem.<\/p>\n<p>We are now in middle of setting up our systems to test the P-flows and I realised that the P0282 flow (delivered volume) is based on the delivered volume on MSID level?&#xA0; We are not sure how to send this data for a Behind The Meter (BMT) asset?<\/p>\n<p>A. Under the current Wider Access arrangements a VLP (once Qualified) can register Secondary BM units. Once they have registered a SBMU they are then obligated to allocate to that all MSIDs \/ MPANS (i.e. site boundary points) that will be impacted by the assets they wish to use within that SBMU to provide balancing services by notifying us of the relevant details via a P0278 &#x2013; MSID Pair Allocation.<\/p>\n<p>Once you have delivered a balancing service (e.g. a BM activation) using the boundary point meter \/ MSID Pairs asset previously mentioned, you will need to inform us of this using a P0282 &#x2013; MSID Pair Delivered Volume Notification.<\/p>\n<p>Settlement requires that all Delivered Volumes be associated to an MSID Pair so we can identify the impacted Supplier. So, you will need to take the delivered volume at the asset and allocate it to the same MSID Pair that you identified in the P0278 &#x2013; MSID Pair Allocation.<\/p>\n<p>Future changes are proposing to allow direct asset Behind the Meter (BTM) registration (Modification P375). Until that time, any currently operating VLPs will have to follow the existing process outlined above<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/mod-proposal\/p375\/\">More on Modification P375<\/a><\/li>\n<\/ul>\n<p><strong>Q. Can other BSC parties have aggregated Secondary BMUs?<\/strong><\/p>\n<p>A. Only a VLP is able to register Secondary BM Units (i.e. aggregate Half Hourly Metering Systems in order to provide balancing services to RR &amp; BM whilst not being responsible for settling the volumes from those meters in regards to contracted v metered volumes). <\/p>\n<p>A Supplier can register an Additional BM Unit where they can aggregate Half Hourly Metering Systems in order to provide balancing services for TERRE and BM, but remains responsible for settling the volumes from those meters in regards to contracted and metered volumes).<\/p>\n<p><strong>Q. Can VLPs register assets on behalf of a third party (i.e. a client&#x2019;s assets)?<\/strong><\/p>\n<p>A. The VLP can allocate a client&#x2019;s asset metering systems (MSID Pairs) to a Secondary BM Unit where they can aggregate the changes in those client&#x2019;s sites loads or distributed generation output for sale in the Balancing Mechanism or Replacement Reserves markets. A VLP does not need to be the asset owner.<\/p>\n<p><strong>Q. In the case the BMU is larger than 50MW or 100MW, are there any additional requirements on the BMU (metering etc.)?<\/strong><\/p>\n<p>A. Not under the BSC.<\/p>\n<p><strong>Q. What data does a VLP need to send to Elexon for a Secondary BMU on a daily basis?<\/strong><\/p>\n<p>A. For their Secondary BM Units, VLPs do not need to send FPN nor live generation data to Elexon. BSC does require however that a VLP is compliant with the Grid Code (administered by the NGESO) which has a number of data requirements that a VLP needs to send to NGESO.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/the-bsc\/bsc-section-q-balancing-services-activities\/\">See BSC Section Q: Balancing Services Activities<\/a><\/li>\n<li><a href=\"https:\/\/www.nationalgrideso.com\/industry-information\/codes\/grid-code\">NGESO requirements please refer to Grid Code<\/a><\/li>\n<\/ul>\n<p>BSC does require that a VLP inform us of the MSID (via MSID Pairs) that they wish to allocate to a Secondary BM Unit prior to offering Balancing Services.<\/p>\n<p>After delivery of balancing Service the BSC requires a VLP send &#x2018;Delivered Volumes&#x2019; (i.e. the physically delivered balancing volumes) per site. Credit Cover ensures ELEXON has enough collateral from BSC Parties to cover these payments if they cannot be made. VLPs, like other Parties, will be required to lodge Credit Cover for Trading Charges.<\/p>\n<p>Before completing Market Entry, VLPs, like all new parties, will be required to provide ELEXON with two out-of-hours contacts in case an urgent issue arises e.g. Credit cover breaches etc.<\/p>\n\n<\/div><div class=\"panel-content\">\n    <div class=\"accordion\">\n        <div class=\"accordion-group\">\n            <h3 class=\"accordion-title h3\" tabindex=\"0\" id=\"some-faqs-about-credit-cover\" aria-expanded=\"false\">Some FAQs about Credit Cover<\/h3>            <div class=\"accordion-panel\" aria-hidden=\"true\">\n                <div class=\"panel-inner\">\n                    <p><strong>Q. I&#x2019;m an existing BSC party with a Market Role and will be taking on the new Market Role of VLP. Will I need to increase my credit cover with the additional role?<\/strong><\/p>\n<p>A. Although this is not mandatory, you may wish to increase your credit cover given you&#x2019;ll be operating an additional role. Our credit team would be happy to discuss credit scenarios with you. Please feel free to contact <a href=\"mailto:credit-default@elexon.co.uk\">credit-default@elexon.co.uk<\/a><\/p>\n\n                <\/div>\n            <\/div>\n        <\/div>\n    <\/div>\n<\/div><div class=\"panel-content\">\n    <h2 id=\"msids\">MSIDs<\/h2>\n<p>Each point of entry and exit onto a Distribution System Operator&#x2019;s Distribution System has an<br>\nassociated Metering Point and each Metering Point has an associated Administration Number (MPAN)<br>\nand Metering System Identifier (MSID).<\/p>\n<p>A Metering System identified by an MSID is the same entity as the Metering Point identified by an MPAN Core. The two terms are interchangeable.<\/p>\n<p>Composition of MPANs:<\/p>\n<ol>\n<li>Profile Type &#x2013; Indicates which Profile Class the Metering Point is associated with<br>\n(Non Half Hourly customers only, the Half Hourly profile class is represented as 00).<\/li>\n<li>Meter Timeswitch Code (MTC) &#x2013; Indicates the capability of the meter and the time pattern applied for a multi-rate tariff supply and other technical information (e.g. economy 7, number of registers).<\/li>\n<li>Line Loss Factor Class (LLFC) &#x2013; Identifies the Distribution Use of System (DUoS) Tariff and Line Loss Factor Class for the Metering Point, and hence what level of DUoS charges are payable and what electrical losses have to be accounted for in transporting the supply to the customer.<\/li>\n<li>Distribution Identifier &#x2013; Identifies which Distribution System Operator&#x2019;s Distribution System the Metering Point is connected to.<\/li>\n<li>Unique Reference Number &#x2013; A unique number (within the Distribution System) to identify the specific Metering Point.<\/li>\n<li>Check Digit &#x2013; A number calculated from the Distribution Identifier and Unique Reference Number to provide a check digit that other systems can use to validate the above identifier and reference numbers.<\/li>\n<\/ol>\n<p>The combination of items 4, 5 and 6 make up a 13-digit identifier referred to as the MPAN Core; this is used throughout systems and processes as the reference or key to a particular Metering Point.<\/p>\n<p>The Metering System Identifier (MSID) is the same as the SVA Metering System Number in the BSC.<\/p>\n<p>The BSC defines an SVA Metering System Number as a two digit number to identify the Distribution System, a ten digit Unique Reference Number provided by the Distributor and a check digit. This is therefore the same composition as the MPAN Core.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/guidance-note\/msids-mpans\/\">Guidance Note on MSIDs and MPANs<\/a><\/li>\n<\/ul>\n\n<\/div><div class=\"panel-content\">\n    <div class=\"accordion\">\n        <div class=\"accordion-group\">\n            <h3 class=\"accordion-title h3\" tabindex=\"0\" id=\"some-faqs-about-msids\" aria-expanded=\"false\">Some FAQs about MSIDs<\/h3>            <div class=\"accordion-panel\" aria-hidden=\"true\">\n                <div class=\"panel-inner\">\n                    <p><strong>Q. Are MSIDs the same as MPANs?<\/strong><\/p>\n<p>A. Yes<\/p>\n<p><strong>Q. How do I allocate MSID Pairs to my Secondary BM Unit?<\/strong><\/p>\n<p>A. The traditional process for allocating your MSID pairs to the Secondary BM Unit is contained in BSCP602: SVA Metering System Register section 2.1.<\/p>\n<ul>\n<li><a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/csd\/bscp602\/\">BSCP602: SVA Metering System Register<\/a><\/li>\n<\/ul>\n<p>You can allocate your MSID Pairs by uploading them on to the Elexon Kinnect Customer Solution or by submitting the MSID Pair allocation template to <a href=\"mailto:neta@imserv.com\">neta@imserv.com<\/a>.<\/p>\n<ul>\n<li>\n<a href=\"https:\/\/elexon-beta.elexonhostings.co.uk\/bsc\/documents\/market-entry-exit\/vlp\/metering-system-identifier-msid-template\/\" title=\"Metering System Identifier (MSID) template\" data-filetype=\"xlsx\">MSID Pair allocation template <small class=\"filesize\">(Size: )<\/small><\/a>\n<\/li>\n<\/ul>\n<p><strong>Q. What is MSID Standing Data?<\/strong><\/p>\n<p>A. When SVAA receives and validates new MSID Pair registration data it will identify the relevant Supplier Id and HHDA for both the Import Metering System and (where applicable) the Export Metering System. This data is referred to as MSID Standing data.<\/p>\n<p>This data is needed in order for the SVAA to be able to procure the HH metered consumption data from the correct HHDA and for the SAA to identify the registered Supplier so that settlement can calculate an imbalance adjustment for any Virtual Lead Party activity.<\/p>\n<p><strong>Q. What if an overlap occurs when submitting MSID Pairs?<\/strong><\/p>\n<p>A. An overlap occurs when a Pair of MSID&#x2019;s are assigned to a SBMU and a different VLP submit the same Pair of MSID&#x2019;s against a different SBMU for the same or overlapping date range as is already in the spreadsheet. <\/p>\n<p>If the new EFD for the MSID Pair is after the ETD for the previous SBMU, there is no overlap and no further action need be taken. <\/p>\n<p>If the EFD for the MSID Pair overlaps with previous entries, the new submitting VLP&#x2019;s SBMU will acquire ownership of the MSIDs.<\/p>\n\n                <\/div>\n            <\/div>\n        <\/div>\n    <\/div>\n<\/div><div class=\"panel-content\">\n    <h2 id=\"qualifications\">Qualifications<\/h2>\n<p>BSC Parties or Party Agents undergo a Qualification process to demonstrate the necessary systems and processes in place to fulfil its obligations and to mitigate the risks of failure.<\/p>\n<p>The Self Assessment Document (SAD)&#x2019; contains the requirements for both Qualification and re-Qualification. It tells Settlement how to allocate the balancing energy volumes delivered by the VLP.<\/p>\n<p>Therefore the MSID Pair Delivered volumes should reflect what physically happened at site rather than the requested volume.&#xA0;<\/p>\n<p><strong>Q. We have a BTM battery, and receive dispatch order of 1 MW for discharge , and deliver it successfully, though at the same time the other assets behind the same meter increase consumption for 1 MW, so if Elexon looks at the meter data to do settlement, they see that we deliver zero.<\/strong><\/p>\n<p>A. Virtual Lead Parties will provide the delivered volumes by submitting a P0282 flow in accordance with BSCP602. We would assume that you would have some sort of asset metering and methodology to ascertain the metered volumes yourself and that we would only need figures for the Settlement Periods that you are providing Balancing Services for.<\/p>\n<p>We will receive Metered Volumes from the HHDA via a D0385 to sanity check the Delivered Volumes i.e. was it physically possible for the submitted Delivered Volumes to have been delivered. It doesn&#x2019;t validate submitted Delivered Volumes, but rather ensures that no large erroneous values are entered into settlement. Over delivery (BM or RR) there is no financial penalty in the trading charges (though you will have expended resources at site that you are not being paid for).<\/p>\n<p>Any non-delivered volume (BM or RR) will be exposed to the imbalance price. Additional non-delivery charge may be levied if the party is benefitting from non-delivery e.g. paid &#xA3;50 imbalance price is &#xA3;40 = &#xA3;10 profit &#x2013;&gt; levy additional charge for 10 for the difference<\/p>\n<p><strong>Q. What is an MSID Pair Delivered Volume notification?<\/strong><\/p>\n<p>A. An MSID Pair Delivered Volume represents the deviation in consumption (or where appropriate production) for a Settlement Period for an MSID Pair due to Virtual Lead Party (VLP) activity i.e. an instruction to deviate the assets behaviour.&#xA0; MSID Pair data is requested as sites with both an Import and Export MSID may find it difficult to ascertain where the Balancing Service deviation will be realised.<\/p>\n<p>To ensure that MSID Pair Delivered Volumes are determined in good faith and in accordance with Good Industry Practice a VLP must be able to:<\/p>\n<ul>\n<li>Provide sufficient information to demonstrate how the Delivered Volumes for any MSID Pair were derived;<\/li>\n<li>Re-run any individual determination of Delivered Volumes to recreate the results exactly as originally calculated; and<\/li>\n<li>Provide error logs generated upon request as part of any Delivered Volume process.<\/li>\n<\/ul>\n<p><strong>Q. How are MSID Pair Delivered Volumes allocated to individual MSIDs?<\/strong><\/p>\n<p>A. SVAA use the metered data (prior to adjustment for line losses and GSP Group Correction Factor) provided by HHDAs to allocate the MSID Pair Delivered Volume to the component MSIDs in that MSID Pair for each Settlement Period, creating the Metering System Delivered Volume.<\/p>\n<p>SVAA shall allocate the MSID Pair Delivered Volume to the Export MSID for a positive value (or to the Import MSID for a negative value) This allocation will be capped by the magnitude of the half hourly metered data.<\/p>\n<p>SVAA shall then allocate any remaining MSID Pair Delivered Volume to the other MSID in the MSID Pair (i.e. the Import MSID for a positive value, or the Export MSID for a negative value).<\/p>\n<p>If an MSID Pair Delivered Volume can&#x2019;t be fully allocated to the component MSIDs, the SVAA shall report an exception to ELEXON and the VLP. This will indicate that the MSID Delivered Volume is inconsistent with the Settlement metered data, suggesting that the MSID Delivered Volume has been reported incorrectly.&#xA0; The VLP is then obligated to investigate and resubmit an acceptable.<\/p>\n<p><strong>Q. Can VLPs use a trading agent to participate in BM and TERRE? <\/strong><\/p>\n<p>A. The obligations under the BSC (and CUSC) remain with the registered Party. How Parties choose to ensure compliance is a business decision. To clarify as a VLP you will not be able to &#x2018;trade&#x2019; on the wholesale market.
