Recommencement of development and testing will be guided by the plans developed by the TERRE Implementation Group.<\/p>\n<h2 id=\"leaving-the-european-union\">Leaving the European Union<\/h2>\n<div>The Trade and Cooperation Agreement between the EU and UK came into force on 1 January 2021. It was agreed on 24 December 2020 and published on 27 December 2020. It was launched by Transmission System Operators (TSOs) from eight countries.<\/p>\n<p>Countries will be joining in waves until 2021\/22. Those participating include Great Britain through National Grid ESO, France through its transmission system operator RTE, as well as Portugal, Poland, Switzerland and Italy.<\/p>\n\n    <\/div>\n\n<div class=\"pagebuilder-blocks\"><div class=\"panel-content\">\n    <div class=\"accordion\">\n        <div class=\"accordion-group\">\n            <h2 class=\"accordion-title h2\" tabindex=\"0\" id=\"what-is-terre\" aria-expanded=\"false\">What is TERRE?<\/h2>            <div class=\"accordion-panel\" aria-hidden=\"true\">\n                <div class=\"panel-inner\">\n                    <p>TERRE creates a European platform for trading reserve electricity with electricity transmission system operators in nine participating countries, including GB.&#xA0;<\/p>\n<p>The project will implement a new Replacement Reserve balancing product, which has been developed by a group of European Transmission System Operators (TSOs).<\/p>\n<p>This will enable all TERRE participating Balancing Service Providers (BSPs) (defined as a market participant with reserve-providing groups able to provide balancing services to TSOs) to submit bids to National Grid on an hourly basis to fulfil 15 minute delivery periods.<\/p>\n<p>Project TERRE will also remove all BSC barriers to customers and independent aggregators participating directly in the RR Market and in the existing BM thus enabling &#x2018;Wider Access&#x2019;.<\/p>\n<p>The balancing product is required to fulfil requirements on TSOs from European legislation through the European Electricity Balancing Guideline (EB GL).
