Following these responses the Proposer agreed with Elexon&#x2019;s view the CP has not had the anticipated impact with Industry and should be rejected<\/p>\n\n\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"accordion-group\">\n\t\t\t\t\t\t\t\t\t\t\t<h2 class=\"accordion-title\" tabindex=\"0\" id=\"cpc-consultation\" aria-expanded=\"false\">Change Proposal Consultation<\/h2>\n\t\t\t\t\t\t\t\t\t\t<div class=\"accordion-panel\" aria-hidden=\"true\">\n\t\t\t\t\t\t<div class=\"panel-inner\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"panel-section\">\n\t\t\t\t\t\t\t\t\t\t\t<h3>Industry Consultation Period 2<\/h3>\n<p>CP1543 has been issued for a second Industry Consultation on Monday 12 July 2021 with responses invited by Friday 6 August 2021.&#xA0;<\/p>\n<h3>Assessment Report 1<\/h3>\n<p>CP1543 was presented to the SVG at its meeting on 6 July 2021.&#xA0; Following discussions with the Proposer on the back of the original Industry Consultation period the solution has been updated to send a D0051 on receipt of a D0268 (HH MTDs) as opposed to D0155 (Appointment).&#xA0; We have also amended the implementation date to 24 February 2022 as part of the February 2022 BSC Release.<\/p>\n<p>As a result of this a second industry consultation will take place as agreed with SVG and will be issued on Monday 12 July.<\/p>\n<h3>Industry Consultation Period 1<\/h3>\n<p>CP1543 was issued for Industry Consultation on Monday 12 April 2021 with responses invited by Monday 10 May 2021.&#xA0;<\/p>\n<p>Half of consultation responses indicated respondents felt the solution could be improved by reordering the redlining to send a D0051 on receipt of a D0268 as opposed to D0155.&#xA0; As a result, Elexon will review this with the proposer and present the CP Assessment Report to SVG on 6 July 2021.<\/p>\n\n\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"accordion-group\">\n\t\t\t\t\t\t\t\t\t\t\t<h2 class=\"accordion-title\" tabindex=\"0\" id=\"assessment\" aria-expanded=\"false\">Assessment<\/h2>\n\t\t\t\t\t\t\t\t\t\t<div class=\"accordion-panel\" aria-hidden=\"true\">\n\t\t\t\t\t\t<div class=\"panel-inner\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"panel-section\">\n\t\t\t\t\t\t\t\t\t\t\t<p>The CP Progression Paper was presented to SVG on 6 April 2021.&#xA0; SVG provided no material comments and unanimously agreed to progress the CP to the Consultation phase.<\/p>\n<h3>Next Steps<\/h3>\n<p>CP1543 will go out for Industry Consultation on Monday 12 April 2021.<\/p>\n\n\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"accordion-group\">\n\t\t\t\t\t\t\t\t\t\t\t<h2 class=\"accordion-title\" tabindex=\"0\" id=\"submission\" aria-expanded=\"false\">Submission<\/h2>\n\t\t\t\t\t\t\t\t\t\t<div class=\"accordion-panel\" aria-hidden=\"true\">\n\t\t\t\t\t\t<div class=\"panel-inner\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"panel-section\">\n\t\t\t\t\t\t\t\t\t\t\t<p>CP1543 was raised by Centrica on 6 April 2021.<\/p>\n<h3>Why Change?<\/h3>\n<p>There is currently no prescribed mechanism for HHDCs to inform a Supplier, via a dataflow, how they retrieve consumption data. This process currently relies on bilateral discussions between HHDCs and Suppliers rather than a consistent Industry-wide process.&#xA0;<\/p>\n<p>Without receipt of a D0051, Suppliers are reliant on informal methods of communication to understand if a Meter can be dialled remotely or not. Although not prescribed in BSCP502 some HHDCs will send a D0051 as part of the appointment process currently, but it is not an existing requirement for all to do this.
