DESCRIPTION:Elexon is hosting the Commissioning November Release Changes Education Day on 7 June 2018\, from 10:00 to 16:00. \nThis education day is targeted at Licensed Distribution System Operators\, Half Hourly Meter Operators\, Half Hourly Suppliers and is intended to give an overview of the following BSC Change Proposals\, to be implemented on 1 November 2018\, as part of the November 2018 Release: \n\nCP1495 ‘Introduction of a rejection response dataflow for a D0170 ‘Request for Meter System Related Details’ request from the Meter Operator Agent to the Licensed Distribution System Operator where a D0215 ‘Provision of Site Technical Details’ response is required’ (and related MRA Change DTC CP 3523).\nCP1496 ‘Introduction of two data flows for the Commissioning process for Half Hourly (HH) Supplier Volume Allocation (SVA) Current Transformer (CT) operated Metering Systems’ (and related MRA Change DTC CP 3522).\nCP1497 ‘Introduction of data flows for Half Hourly Meter Operator Agents to pass on Commissioning information when there is a Change of Agent’.\n\nThe day will also give an opportunity to participants to ask any questions that they may have related to the implementation of these changes. SUMMARY:Half Hourly Settlement design stakeholder event
DESCRIPTION:Elexon is leading on the design of the Target Operating Model (TOM) to deliver market-wide Half Hourly Settlement. We are doing this is through the Design Working Group (DWG) made up of industry specialists with consumer representation\, BEIS and Ofgem. This work forms a crucial element of Ofgem’s Significant Code Review (SCR) on Electricity Settlement Reform. \nThe DWG has now developed five draft Target Operating Models (TOMs) which describe options for the end-to-end Settlement process for Half Hourly Settlement. \nThe aim of the event is to inform a wider audience on the Settlement design work to date and the draft TOMs. Elexon will present the work of the DWG\, its approach to the TOM development and initial conclusions. \nIn detail at the event\, we will present the assumptions and methodology used by the DWG in development of the five draft TOMs. We will then walkthrough each TOM with DWG’s initial thinking on the advantages and disadvantages of each TOM. There will be an opportunity for questions and comments from the audience. \nOfgem will also provide an update on their policy work on access to data for Half Hourly Settlement. \nIt is anticipated that this event will be popular amongst industry and spaces are limited. To be added to the waiting list\, please email events@elexon.co.uk \nWhat is Project TERRE?\nProject TERRE (Trans European Replacement Reserve Exchange) is a European project to implement a new Replacement Reserve (RR) balancing product\, which is being developed by a group of European Transmission System Operators (TSOs)\, including National Grid. The product is required to fulfil requirements on TSOs from incoming European legislation through the European Electricity Balancing Guideline (EB GL). Among other things\, the EB GL requires those TSOs that choose to use Replacement Reserve (RR) (balancing energy products with a >15 minute lead time) as a balancing product to implement and make operational a new European platform for the exchange of energy. \nProject TERRE will enable all TERRE participating Balancing Service Providers (BSPs) (defined as a market participant with reserve-providing groups able to provide balancing services to TSOs) to submit bids to National Grid on an hourly basis to fulfil 15 minute delivery periods. \nBSC Modification P344 ‘Project TERRE implementation into GB market arrangements’ and Grid Code Modification GC0097 ‘Grid Code Processes Supporting TERRE’ seek to implement the TERRE product in the GB electricity market. \nBoth Modifications will be issued for Industry Consultation during January 2018\, and this event will educate market participants about the project and enable questions to be answered by the Elexon and National Grid TERRE implementation teams. \nWhat topics will be covered?\nThe TERRE Industry Day will cover: \n\nWelcome and introduction to Elexon\nIntroduction to Project TERRE – What is it?\nThe detail of the GB solution – from bids to dispatch to Settlement\nImplementation timescales of the product\nThe P344 and GC0097 Industry Consultations\nQuestion and Answer Session with the GB Project TERRE Teams\n\nWho can attend?\nAny interested industry participant is welcome to attend the TERRE Industry Day\, subject to confirmation of securing a place at the event. DESCRIPTION:The Competition and Markets Authority (CMA) has concluded that the absence of locational pricing for transmission losses has an adverse effect on competition. DESCRIPTION:We hosted an industry day to explain the latest updates on P272 and related Modification P322. This Modification\, raised by Smartest Energy in 2011\, introduces Half Hourly (HH) Settlement for Profile Classes (PC) 5-8 from 1 April 2017. P322 requires all Suppliers to migrate their PC 5-8 from November 2015 to April 2017\, submit Migration Plans (SMPs) to the Performance Assurance Board (PAB)\, and provide monthly Supplier Migration Plan Updates (SMUs). \nThe topics discussed included Change Of Measurement Class (CoMC)\, Supplier Monthly Updates (SMUs)\, Metering and Interoperability\, Future Modifications and Change Proposals\, Settlement Risk Criteria and PARMS Reporting. CoMC breakout sessions were also held to discuss issues and best working practices in detail. Download the P272 industry day slides here. \nWe welcomed 75 participants at the Industry Day. Of these\, around 80% were Suppliers or Supplier Agents. Additional industry representatives included Distributors and Trade Bodies amongst others. \nThe feedback received from attendees was very positive. Participants particularly highlighted how they enjoyed the opportunity to share experiences and best practices with other delegates and the open discussions and interaction had between attendees and with Elexon experts throughout the day. \nWe asked participants about what aspects of the event they found most useful: “All of it if I am honest. I have been working on Domestic for the last few years\, so this session was extremely valuable”; “I found the whole day very informative and useful”. \nP272 is having a significant impact on industry and our customers\, so from Elexon we want to do our best to guide BSC Parties through the Modification process until implementation in April 2017. For this reason\, we are planning to hold a P272 Industry Day follow-up webinar in the next coming weeks. \nFurther information is available on the P272 page of our website. DESCRIPTION:P348 seeks to enable the Supplier Volume Allocation Agent (SVAA) to provide gross export and gross import data to the Transmission Company (TC) to support proposed revisions to the Transmission Network Use of System (TNUoS) Charging methods under Connection Use of System Code (CUSC) Modification Proposal (CMP) 265 ‘Gross charging of TNUoS for HH demand where embedded generation is in Capacity Market’. \nThe TC currently receives the Transmission Use of System (TUoS) Report (P0210 – Half Hourly (HH) / Non Half Hourly (NHH) split) from the SVAA. the TC uses the data in this report to calculate indicative and actual TNUoS charges. Currently\, the TUoS report provides the “Period HH Allocated Volume” data in the “HHA Record Types” (for Supplier Balancing Mechanism Units (BMUs)) on the basis of demand net generation within Grid Supply Point (GSP) Groups. To facilitate CMP265 we propose that the SVAA report details of gross import and export volumes by inserting two new columns: “Period BMU HH Allocated Gross Import Volume” and “Period BMU HH Allocated Gross Export Volume” into the TUoS report \nThis Modification will introduce a requirement under the BSC for Suppliers that are the registrants of New Embedded Generators to tell their Half Hourly Data Aggregators (HHDAs) which Metering System IDs (MSIDs) relate to New Embedded Generation. They will also be requited to tell their HHDAs to provide Period Metered Data from these MSIDs to the Transmission Company (TC) in the most efficient and cost-effective manner. \nNew Embedded Generators will be defined for the purpose of this Modification by Connection Use of System Code (CUSC) Modification Proposal (CMP) 264 ‘Embedded Generation Triad Avoidance Standstill’.CMP264 currently defines a New Embedded Generator as any Half Hourly (HH) metered embedded generation unit commissioned after 30 June 2017\, where commissioned is defined as the point at which an MSID is first registered in the Supplier Meter Registration Service (SMRS) and first commences generation. \nThe implementation of CMP264 requires both SVA and CVA meter data flows for new embedded generation. It is believed that the Transmission Company already receives the necessary CVA metered data to allow for the benefits of CMP264 to be realised. However\, you can still get Wider Access and TERRE updates and developments regarding: \n\nRelease details\nthe derogation request\nBrexit\nindustry testing\n\nView the latest Wider Access and TERRE updates. \nTERRE Stakeholder Forum \n​​TERRE (Trans European Replacement Reserves Exchange) Project \nProject TERRE is part of the implementation of the European legal Guideline on Electricity Balancing.   There are eight European Transmission System Operators (TSOs) currently participating in Project TERRE\, including National Grid\, and those from France\, Spain\, Portugal\, Switzerland\, Italy as full members and from Ireland and Greece as observers.      TERRE will be a system by which these TSOs can do joint balancing of generation and demand using a common set of bids and offers. As the introduction of TERRE is likely to have significant consequential impacts on the BSC and Grid Code\, National Grid has recently raised BSC Modification P344 to define and approve the BSC impacts. \nElexon\, on behalf of the TERRE TSOs\, is pleased to be hosting the next TERRE Stakeholder Forum. This event aims to address the key topics raised during Project TERRE’s public consultation process\, giving participants the opportunity to hear about how Stakeholders’ comments have been taken into account and to learn further details about positions on the project’s design.
