SUMMARY:P348 & P349 Workgroup Meeting One
DESCRIPTION:P348 seeks to enable the Supplier Volume Allocation Agent (SVAA) to provide gross export and gross import data to the Transmission Company (TC) to support proposed revisions to the Transmission Network Use of System (TNUoS) Charging methods under Connection Use of System Code (CUSC) Modification Proposal (CMP) 265 ‘Gross charging of TNUoS for HH demand where embedded generation is in Capacity Market’. \nThe TC currently receives the Transmission Use of System (TUoS) Report (P0210 – Half Hourly (HH) / Non Half Hourly (NHH) split) from the SVAA. the TC uses the data in this report to calculate indicative and actual TNUoS charges. Currently\, the TUoS report provides the “Period HH Allocated Volume” data in the “HHA Record Types” (for Supplier Balancing Mechanism Units (BMUs)) on the basis of demand net generation within Grid Supply Point (GSP) Groups. To facilitate CMP265 we propose that the SVAA report details of gross import and export volumes by inserting two new columns: “Period BMU HH Allocated Gross Import Volume” and “Period BMU HH Allocated Gross Export Volume” into the TUoS report \nThis Modification will introduce a requirement under the BSC for Suppliers that are the registrants of New Embedded Generators to tell their Half Hourly Data Aggregators (HHDAs) which Metering System IDs (MSIDs) relate to New Embedded Generation. They will also be requited to tell their HHDAs to provide Period Metered Data from these MSIDs to the Transmission Company (TC) in the most efficient and cost-effective manner. \nNew Embedded Generators will be defined for the purpose of this Modification by Connection Use of System Code (CUSC) Modification Proposal (CMP) 264 ‘Embedded Generation Triad Avoidance Standstill’.CMP264 currently defines a New Embedded Generator as any Half Hourly (HH) metered embedded generation unit commissioned after 30 June 2017\, where commissioned is defined as the point at which an MSID is first registered in the Supplier Meter Registration Service (SMRS) and first commences generation. \nThe implementation of CMP264 requires both SVA and CVA meter data flows for new embedded generation. It is believed that the Transmission Company already receives the necessary CVA metered data to allow for the benefits of CMP264 to be realised. If this is assumption is proved invalid\, this Modification will require including CVA as well as SVA registered generators. \nFor further details\, please contact the Lead Analyst\, Talia Addy.
