This Change Proposal  addresses an error in BSCP708 that incorrectly requires Non-Half Hourly Data Collector or NHHDCs to generate deemed final reads for their Effective To Date (ETD). The change will align BSCP708 with BSCP504 by requiring deemed reads to be generated for the Migration Date instead, ensuring accurate Settlement data.

The issue arises from a misalignment between BSCP708 and BSCP504 regarding the timing of deemed reads during the migration of Non-Half Hourly (NHH) Metering Systems to Market-wide Half-Hourly Settlement (MHHS). BSCP708 currently requires the deemed read to be generated for the ETD of the outgoing NHHDC, whereas BSCP504 4.5.2(h) specifies that it should be generated for the Migration Date — effectively the Effective From Date (EFD) of the incoming agent. This inconsistency can lead to defaulted data being used in Settlement, distorting Group Correction Factors and affecting settlement accuracy.

To resolve this, the Change Proposal seeks to align BSCP708 with BSCP504 by correcting the deemed read timing and introducing a definition of “Migration Date” in BSCP708 .
